A Summary of the Consultation Procedure for the Village Design Statement

What is a Village Design Statement?

This is an agreement on common aims between the local community and the Planning Authority.  A VDS can be used by the Authority as a material consideration in making planning decisions.  It is intended as a guide to developers and planners who wish to work in harmony with the community.

The idea of a Village Design Statement (VDS) came from the traffic census conducted by the group in March 2000.  The results of this were published in the April Newsletter, 1000 copies were distributed, effectively covering every house in Longwood.  A public meeting was held at the Mechanics Hall on April 5th, and it was decided to ask for the help of the Countryside Commission in drawing up a VDS.  Two meetings with representatives of the CC were held in Longwood, and the proposal to hold an open meeting to discuss the production of a VDS was published in the August 2000 Newsletter.  Again, 1000 copies were distributed house-to-house.  In addition, 500 copies of a leaflet containing the announcement were distributed at the Longwood Sing and Arts Festival on the weekend of September 9th - 10th; a poster was displayed in every shop in Longwood, and at the monthly coffee mornings held at the Mechanics’ Hall.  Advertisements were placed in the Huddersfield Examiner and the Colne Valley Chronicle.

A meeting to plan the procedure for collecting opinion and writing the Statement was held on October 12th. The plan was put into action at an open meeting on December 2nd, 2000, again advertised by circulation of leaflets and notices in the two local newspapers.  At this full-day meeting, a display of text, photographs and maps was exhibited to a large and enthusiastic audience.  Visitors were asked to write their comments on pre-printed slips of paper or to submit them in writing later.  80 people left such comments and were all from Longwood postal addresses with the exception of three.

These submitted comments were used as guidance during the writing-up day, at which ten groups of people, one for each section of the VDS, discussed the submissions and integrated them into a report on that topic.  These reports were collated and edited and recirculated to the leaders of each group for final comment. 

The document was approved by Kirklees Council in March 2002.
